GOARN was established in 2000 in response to the need for a coordinated, rapid, and comprehensive international response to disease outbreaks. The increasing frequency of emerging infectious diseases and the speed of international travel necessitated a global mechanism to monitor, assess, and respond to potential epidemics and pandemics.
